1. Well theoretically, you can create an account and the data will be valid and saved for next 90 days and if within this time you get the submission time as well, then you are good to submit your application. Now, practically MIDI will announce a date and after that you have to create an account and provide all required information and on the submission day, you'll submit your application.
2. You need not to submit any scanned copy or any other soft copy during mon project application. It's an online form and all information you have write there. Once you successfully submit your application and MIDI start evaluating your application, then they will ask for all the required papers (hard copy).
