Quebec has a separate point system like min 60 , pls retake the eligibility test fro Quebec.

Quebec is not a backward area, its a nice province. French speaking, very cold indeed.

Job Offer........
Pre-Assessed..
1- there is no 38 list for Quebec
2- go to CIC website and read the instructions on how to apply for Quebec skilled worker
3- you have to interview in French, you need to be able to have a simple conversation
4- QSW has their own requirements, check the CIC website
5- yes, if you meet all their requirements
6- no, it's Canada, only they speak French over there

One thing I'd caution you on is really reading up and learning about Quebec. It can be a wonderful place, but realize it means (probably) learning and becoming fluent in French. Your children (if you have them) will have to go to French schools. Most likely, French will be a requirement of your job, etc.

In addition to ensuring that you at least have the basics of French, Quebec Immigration Officers will be very curious about what you know about Quebec to make sure that you know what you're getting into and aren't just trying to use Quebec to get into the rest of Canada. To be sure, you can move anywhere in Canada once you are a permanent resident, but all in all, I wouldn't begin the Quebec process if that's your goal.

As for me, I went through the Quebec process and even though I spent a full year studying French in Montreal, they still called me for an interview that was conducted in French to make sure I could speak it.

In any case, best of luck to you.
