"RFA" means Ready For Approval. This remark is logged by an IO (not his staff) after a "review" of the case file on a BFD. This notifies another party/dept./section/cell within the CIC (usually) to come back within a stipulated date/time as the IO has just that info left to "approve" a case.

And notifies some other cell/dept./section to assess/act on the requested activities pending the forwarding this case file to PHEP Section (for PPR/visa issuance). This, usually, signifies that this case file is now finalized from the IO's desk.

NOTE:
1. Both, RFA & RFV may not only be marked for ECU... it could be for any other dept. as well.
2. ECU is specifically created to address the backlogs. IMHO they deep-scrutinize the files submitted to them with an intention to "eliminate" rather than "select" applications. This is a severe screening process... and I again opine that not all files go there... but why do some (go to them) is beyond me, or I do not want to comment on it.

As explained earlier, it simply puts the onus on the shoulders of ECU... the IO places the "ball in their court now"... S/he has done with his/her "work" and his note to PHEP (docs!) is pending reply/report from ECU.

Remember: Our COPR & PRV or a SJTD (if applicable) is signed by the Program Manager. The file & pps come to him only under a cover note from the PHEP section.

Permanent Residence Applicants

Every year, Canadian missions abroad receive hundreds of thousands of applications for permanent residence (Exhibit 6) under the various immigration programs.22 Permanent Resident Application screening requests are sent individually by the visa officer to the CBSA, CSIS and the RCMP. CSIS and the RCMP forward any No Reportable Trace (NRT)23 results directly to the appropriate CIC visa office abroad. CSIS forwards any negative results to CBSA in the form of a Security Brief. The NSD reviews each Security Brief and adds any additional material to reflect specific CBSA concerns before forwarding it to the appropriate mission. The decision to grant the permanent resident visa is made by the CIC visa officer. CBSA's role in the admissibility screening of permanent residents is not as central to the process as it is with Temporary Visa Requests (TVR) applications.

just add to that ..... Many pre june Application of NDVO CAIPS represented

1. ECU request for MEDS/PPT/RPRF // so ECU do re-verification and and if feels all ok then sends MEDc etc.
2. Points calculation already completed ( PSDEC/SELDEC=1 ) - how long we will wait for meds ?
3. pre june inprocess with date ( application reviewed and processing started ) will have any hope for visa or will reject as like pre 2008.

pls do needful for 3 ??? :-[question !!!
