At present i am living with my Canadian wife and children in Australia and have done so for the past 18 years. I am a PR but dont have a card so every 2 years i have to apply for a PRTD so that i can travel back to Canada to see In-Laws and family. Is it possible to apply for a PR card from Australia or do l have to wait until my return visit to Canada to apply for a PR card.

No - not possible. You have to wait until you are physically in Canada to apply for a PR card renewal.

Has there been any reports of PRs successful in recent times with applying for the PR card in this situation when on vacation in Canada?

I will be holidaying in Canada for 3 weeks. Im happy to apply for PR card when i arrive but wont be there to receive the card. I will need to leave my mother in laws address for the card to be sent in Canada and then get her to send to me in Australia.
