Yes you can. But if you want to go to quebec, you need to apply for CAQ first

My friend who presently studying PGD course in Ontario got admission in Uni. of Saskatchewan for Masters...So this one is possible to him is it......

but If you are changing the level of course you must inform it about the immigration authorities.

Yes....you will have to apply for change in the visa condition.....you will have to fill IMM1249......In which you willl have to provide reason for changing program level.....they may approve/may not approve (however if CPC,vergvile dont approve your application for change in the condition then they will not force to leave canada,you can continue with previous program...).......they will only approve if there are genuine hard facts in your reason..

level of course means if you got visa on behalf of PGD and after reaching canada you got offer in Masters program then you must inform immigration authorities.
