check each and every statement in your rejection statement with your profile....like the mentioned qualification,previous studies, employment, level of establishment, language ability and future prospects and plans........... Language ability part can cut out because you have good IELTS...

better order Caips and apply next time with Caips and clearing reason in Caips.... If you know whts the rejection reason based on their rejection letter then apply now with clearing tht things with SOP or any other documents....
