IRCC considers spouse, fiance, as one of the strongest ties, which in turn makes them think the person would not go back. Your case can be genuine, but unfortunately the history (and present) dictates them to act differently. Many people have traveled to other countries since the Covid restrictions eased in summer of 2021, so he would have to have a real good reason to not visit you there. For IRCC, and for anyone in general, is easy to think that the fiancee would land in Canada on visitor visa, and where marriages are falsified for immigration, divorces are staged after landing here, fiance is a very casual relationship and can be called off at any time.
