Hello Everyone,

I would appreciate your feedback on my situation, my PR application just exceeded normal processing time (23 months) on 13/Oct/2023.
Here is the complete timeline:
  • we received your application on 12/Nov/2021
  • we started working on your application 8/Jun/2022
  • Eligibility Passed 15/Mar/2023
  • Invitation to Pre-Arrival Services 16/Mar/2023
I called IRCC, all steps were complete except security check (which started on June/2022)
I asked my MP to check, and he got back yesterday saying that my application is non-routine and normal processing time doesn't apply. What does that mean?

I searched a little bit on different forums here and I started to freak out, I thought I would share my experience and ask if anyone has faced something similar and what can be done about such cases? Can a lawyer help?

Sometimes Ircc is doing funny. If they say that you passed eligibility why security check is still under progress? :( because they started security check proses after 3 months from eligibility passed which is really weird. Probably there is something wrong on your security process. If i was in the same situation i would talk to lawyer because sometimes Mp doesnt do anything. Good luck.

Thank you for your response, I'm not sure I follow, how eligibility is related to security check being done? also, security check started in 2022 whereas eligibility was done in 2023.

Anyways, I'm looking for a good lawyer to check, maybe I'll take the mandamus route.

We are in the same suitation.but our lawyer dont say anything.we got email pre arrival service but our work permit is going to expire they give us 2 month extension but not issuing work permit

Posted processing times are just estimated averages and does not guarantee processing by that point. If your processing takes another year for example then your lawyer or MP can enquire what is going on. Many go past the posted processing times and all you can do is wait. Processing times also vary based on the number of people applying so could be longer at the moment. Very strange that you have received pre-arrival services if security hasn’t been completed. Would order GCMS notes to see if you actually received pre-arrival services and whether your security screening has been completed.

Have any of your family members (especially spouse) been part of the police or army? Have you used your home country passport or travelled to your home country since claiming asylum?

Your work permit have nothing to do with your PR application, I received 2 years when I renewed it last year.
Finally, you can check your application status by calling the IRCC

Did you by mistake tick "yes" on any arrest/criminal charges questionnaire?

GCMS is not a authentic service, at least in my case.On march 2023 GCMS notes showed, that my security hasnt been started. Eligibility as well. When i got ECOPR on July 2023, my gckey showed that i passed security on feb 2022.
I guess as you already got Pre arrival services, that certainly means you passed security and you are at the edge of eligibility pass.
Wait and wait, thats only what you can do.
Eligibility is the most important process and complex one. Only the officer in charge of your file only knows the issue.

Pre-arrival services doesn’t require you to be in Canada and is also likely just part of a generic checklist. It is basically the step before passport request and then landing. The pre-arrival services may have been checked off by accident and you are waiting for your security check. General processing for applications: submit application, AOR, biometrics, medical, security and criminality checks, decisions made. Can include other steps depending on the type of application

AOR May 15th my eligibility is under Review required for not able to verify Canadian employer online presence - i gave all T4, pay stubs too.

before Yesterday my Security was not started but yesterday they passed my Security and criminality but still eligibility is under review required per IRCC agent so I am confuse How come they passed security before passing eligibility???

is that something happens as trend is usually eligibility gets completed and then security starts in my case its opposite.

or it might be possible agent wont see status change till senior officer finalizes my application that when eligibility gets changed to passed?

This is for a refugee application? That doesn't make sense.

Until Processing officer mark "Eligibility Complete", it will remain in review but wont stop other subsequent actions such as Security, BGC, Criminality or Medical to be marked as "Complete". I have seen cases, where eligibility remain open and closed on the last final approval. So it is normal...
