Profile ineligible! Tried everything, please help

Hi guys,

I'm having a really weird situation. So to explain shortly: I submitted my application last year and listed my husband not accompanying me (family issues). Everything was fine, I recently submitted my passport and waiting for it to come back. Now my husband is trying to create his Express Entry profile as he was contacted by Nova Scotia for potential PNP. He is eligible and passes eligibility test but after submitting Express Entry profile it says 'Profile Ineligible'. Why???

He has IELTS scores as following taken on 16/Jul/2016:
Listening: 7
Reading: 6.5
Writing: 6
Speaking: 7
He has Bachelor's and Master's degrees, for both of them he has valid ECA.
He is 28 years old, has 17000 CAD of funds and 1 year of continuous, paid work experience in NOC code 2282.

When creating a profile he selects that his spouse (that is me) is NOT accompanying him and NOT a permanent resident. (Both are true as I will leave in about a month so will not be accompanying him and also not a resident yet). I don't see any problem with selecting these options as I have selected exactly that when created my profile a year ago.

I am out of ideas and desperately need help. Did they change some rules or something??

In addition to the CRS score, CIC assesses federal skilled worker applications based on six selection factors.

If you score 67 points or higher (out of 100), you may qualify to immigrate to Canada as a federal skilled worker.

If you score lower than the pass mark of 67 points, the applicant will not qualify to immigrate to Canada as a federal skilled worker and the Express Entry profile would be ineligible

By my calculation, he only scores 63 on the FSW grid, which means that he's not eligible.
He needs to improve his IELTS results and gain another year of experience.

Thanks for your inputs (+1 for you). I see now that the problem lies with score in FSW grid. It gives 5 points for spouse's English and without it he has indeed only 63.
Yesterday he tried to create his profile once more and put me as a resident (hopefully I'll be in a month) and the system seems to think he's eligible now. Overall, the logic is still not clear -> If spouse is not a resident and not accompanying it doesn't add points for spouse's English, but if a spouse is a resident then it add those 5 marks?

It gave him 5 Adaptability points for having a spouse of relative who is a PR or citizen of Canada.

It can't be because the list of relatives for whom you get points is this:

parent,
grandparent,
child,
grandchild,
child of a parent (sibling),
child of a grandparent (aunt or uncle), or
grandchild of a parent (niece or nephew)
