processing time, what is the criteria?

hello all,
from the cic web site, it states the processing time among each office, may i know if it is calculated base on the receipt of the files by the office, or the date they start to review the files? As it makes a huge difference.

Provincial nominees are usually the high priority, then skilled workers applicants. I'm basing this with my experience and the people that i know who also applied
