Processing time from UK

Hi all,
I'm an IT professional currently in UK on Tier 1 (General) migrant visa. I'm an Indian citizen and migrated here couple of months back. I checked my points in the points calculator and I'm getting 69 points, that makes me qualify for Canadian Skilled Migrant Prgrm.
I have couple of questions
1) Can I apply from UK for this visa?
2) How long does it take for processing the visa from here in UK? I heared that from India at takes atleast 1 yr for the process.
3) I'm 32 yrs old and single. How much money do I have to show in the a/c in order to get the visa? Is there any clause that I should be maintaining the money in the a/c for a perticular period of time?
