Processing time for Travel Document

I am a landed immigrant waiting for my PR card to be sent in mail. I have to go to india. Can I come back your my landing paper or do I need a travel document in order to come back without a pr card

Normally they do reply in 8-10 'working days'
I got a reply on 10th working day after application
