Refugee Travel Document or Certificate of Identity after getting PR? (My previous Refugee Travel Document expired)

I received my TD application package back today, and application was rejected because they are not accepting eCoPR. Also, I called them today agent said PR card is required.
Has anyone applied with Ecopr before?

Yes I sent that with my pr card there didn’t return my application
