I think yes.Less priority. And I believe lowest class NOC applications are allocated in this location
For example some applications are approved in Sydney within 44 days , belongs to reputable NOC like Nurse, engineer . do they go for security screening, absolutely NO !!!!

I m 26 jan AOR applicant.(Inland)
Medical Passed:-6th of March
Ordered GCMS notes on 4th of june got reply on 8 of August with
Criminality in Progress
Security Not Started
Eligibility Passed
Called Couple of times.
And finally got Ghost Update Today and after half an hour Got the PPR.
I wish u all get ur PPR's Soon.
