I'm not sure Canada would reach out to a US official. I'm really not sure. My thinking is that most likely they compare your response against whatever information the US has already provided / what the US records show and make a decision based on that.

Yes, I've seen a few cases where people received PLFs after approvals (including PR in some cases). It really doesn't matter when the PFL is received in my opinion. What matters is the nature of the issue(s) in the PFL and how this is addressed by the applicant.

You can order GCMS notes from outside of Canada. You do not have to be in Canada. You just cannot order them from IRCC directly and have to go through one of the websites that provides this service.

I used gcmsapply.com multiple times and always received with in 20 to 30 days. And they are really good, charges around $6. I got their reference from here in some other threads.

Do you know how other PFL users were notified of approval when they were already approved before (my study permit was issued on August 2022 and PFL was January 2023)? I have seen other PFL successes who got PPR or BVL when they convinced the officer, but they received the PFL before ever being approved.

I don't know. Your case is very unusual since the PFL came after the study permit had been approved. I think you would be best off speaking with an immigration lawyer. Your situation is very unique.

Would you suggest also sending an email to my Embassy and letting them know about this issue? Or is that greedy behavior and might not be well received? I think I will get in touch with an immigration lawyer too.

My bad, I meant sending an email/webform to the visa office handling my case, telling them that my application seems to be closed while I am waiting for a response to my case.
