problem with express entry profile which is ineligible

Hello,
I am writing to inquire an information concerning my ineligible Express Entry profile. The matter is that i have checked many times my filled information such as WES ECA code , IELTS test report form number , passport number etc with no positive effect . In other words, after receiving an eligible status(eligible under Immigration Federal Skilled Worker Program) with appropriate reference number i fill my Exp Entry profile step by step with necessary information but after pushing the "transmit" button i receive an email with ineligible status .
I have tried several times but the result is negative.
Some details which may help you to give me some advise . I fill information about my education history from 2010-2014 and 2014-2016 with Universities names.Also,in job history section dates of working from 2012-2016 in one company and after 2016 April in the other(the best matched NOC was 1525 - Dispatcher ) .Also I have 2 citizenship which i also fill in corresponding fields .My scores are 7.5 Speaking and 6.5 the rest .My eduucation is assessed by WES with Canadian equivalency to bachelor(business management) and master level(Engineering).
Please help me with such situation as i have no idea what to do.

NOC 1525 is skill level C.
You must have at least 1 year of work experience in a skill level A, B, or O NOC to qualify for FSWP or CEC.

Your work experience is only a C level. You need 0, A or B to qualify

Ok, so what NOC codes do you list as work experience?

1525 is mentioned in the profile
7246 is not so appropriate but it suits a little bit to my job hence i did not put it

OK, so NOC 1525 is C level - does not count as skilled work
7246 is B level - counts but you need a year minimum experience.

You need 1 year work experience in a 0, A or B skilled job to have an eligible profile.

If you want to come to Canada as a skilled immigrant (Express Entry):

Your job, and the work you have done in the past, must be skill type 0, or level A or B to use Express Entry. The Express Entry system manages applications for permanent residence if you want be considered:
as a Federal Skilled Worker,
under the Federal Skilled Trades Program,
or under the Canadian Experience Class.
If your job is skill level C or D:

you may be able to come to Canada as a provincial nominee, as long as it is not in a program for skilled workers, or
you may be able to work here for up to two years.

That or with the realisation they have all of their language and degree certificates but none of the work experience counts and they have at least a year of work to do before they can apply... :-X

Yup, it does suck but unless he can pretend he was a supervisor for a year it's a bit tough to get around.

Good luck, but make sure you can properly back up that NOC code...
