Our parents immigration case is currently with Ottawa. My father in-law was just informed to have a second medical exam (cultures for Mycobacterium Tuberculosis + x-ray). Unfortunately, he was diagnosed with late stage liver cancer a month ago. He had surgery and is currently having chemotherapy. He's thinking about withdrawing the immigration application due to the difficult situation. But at the same time, we're worried about the application for my mother in-law as dependent.

We're thinking we need to inform Ottawa of the situation. My father in-law currently just doesn't have the physical strength to be able to travel anywhere. Is it possible to delay the immigration application process? Is it possible to continue the processing of my mom in-law's application in this case (ie. Father in-law would like to withdraw and may only have a few months left)? Is it possible to change my mom in-law to be the principal applicant? Does CIC give special consideration for this kind of cases? It would be really sad if they just reject the dependent in this case.

No, if your father/law is medically inadmissible (which from your description, it appears he is) then your mother/law is inadmissible as well. The application will then be refused. They will not allow you to withdraw the father/law's application and process the mother/law.
