Yeah that’s another interesting!! We started this process on 11th November and still I am in same situation. We both were mentally disturbed a lot due to photo rejection. It’s been 2.5years that we are staying away each other! ☹
Probably follow this approach
1. Get both the digital picture and physical (just for comparison after #3)
2. Edit digital copy to meet requirement like ensure head & chin as per requirement
3. Print digital version and send it...
4. Submit webform with digital version as back up....

Hey! How do you come to know that face/head of the hieght is wrong ?
That could be the only reason. Because other things in photograph seem fine to me. External dimension, light, face orientation all seem good. What else could it be? My spouse is measuring head location and the lower limit in his photo appears to be 30.5 mm but its disgusting how pedantic they have become. They rejected everything for 0.5 mm difference in the chin. Photographer said its impossible to be so precise.

Lower limit means from where to where ? Was it chin to crown (upper top ) of the head ?

Coz not everyone face cut will similar! Some may have large forehead and some may have small foreahead and even I thought the same ! So no idea what they were really looking for ?
