If my wife is my primary applicant and we get a PR, then will I be able to use my PR for applying jobs in the JOB BANK and / or in the general job market?
Also as a secondary applicant will there be a NOC (national occupational code) assigned to me as well, along with the primary applicant (my wife)?

You will be able to use your PR as soon as you activate it on Canadian border.
Once you have your COPR ( Confirmation of Permanent Residence) you can mention it while you look for a job in Canada but it's not valid untill you activate it.
There is not such a thing as NOC assignment. Once you have your PR you can work wherever you want.
