For Cec, if Primary applicant is in Canada, And Spouse + Kid in India will cause delay in processing time of PR ?

Will it be faster if all primary and dependents in Canada ? Or no difference and no complexity atall ?

Yes it Will be delayed.. The below content is From CIC website
Principal applicants for permanent residents who are in Canada and have dependents abroad will continue to have their applications processed, but delays in processing may occur. However, the principal applicant should not be granted permanent residence if their dependents who are abroad are unable to travel

But i believe its the case because of corona travel restrictions. Under normal circumstances ( without travel restrictions) there should be no delay right ?

Yes under normal circumstances no issues.. One of my friend with above case got his PR in 5 and half months

As of Yesterday June 12, 2020, I believe this travel restriction has been lifted. family of temporary residents can now travel to Canada so they should issue COPR to applicants with outland dependents.



How to unite with immediate family members of people who are in Canada temporarily
To travel to Canada from the US to reunite with an immediate family member who is in Canada temporarily, you must provide evidence that your travel is essentialFootnote1 (non-discretionary).

To board your flight to Canada from a country other than the US, you must have written authorization from IRCC to fly to Canada.
To request an authorization


Email IRCC at IRCC.COVID-TravelExemptions-Exemptionsdevoyage-COVID.IRCC@cic.gc.ca. We’ll contact you within 48 hours of getting your email and tell you what to do next.

When you contact us, you must provide your

  • full name
  • date of birth
  • unique client identifier (UCI)
  • passport number
  • detailed reason for travel
  • proof of relationship with an immediate family member in Canada
  • proof of immigration status of your immediate family member in Canada (copy of their study permit or work permit)
  • proof of temporary resident visa or eTA
