AFAIK, She cant give birth in canada as she is not a PR but is in the process atm. They automatically deferred our application once I declared I was pregnant. Its a different process if you are an unlanded PR and get pregnant before landing. Then you are either looking at giving birth in Canada or sponsorship.

Do you think that Canada sends foreign pregnant women in labour home on a plane to give birth?

If she is in Canada, of course she can give birth here; they may have to pay for it depending on health coverage but they definitely can. CIC will not defer the app until after the birth because the child will be born Canadian.
