Pre Arrival Services letter

Hello everyone hope you guys are having a pleasant Saturday afternoon, I have a question I would like to see if anyone can answer me and shed some light on it.

I submitted an inland spousal sponsorship and yesterday i called IRCC to check on the status and informed the person on the phone I received an invention to “Pre Arrival services” letter last week and asked him what does it mean, the person on the phone told me I passed my eligibility and this letter is automated and gets sent out to everyone who’s eligibility has been passed and application is currently in its final stages of processing. He said it’s taking awhile to update on the GC key tracker which it normally does, is this information correct according to the agent. I don’t want to jump the gun too much mentality without actually seeing it updated and they’ve sent me an official letter like they did when they sent out SA approval letter.

For context my most recent updates are as follows:

August 27 - medical request
August 29 - invitation to pre arrival services

  • We are reviewing whether you meet the eligibility requirements.
  • We have requested a medical exam.
    Check your messages below for details.
  • May 10, 2024 We are reviewing the additional documents you provided.
  • You do not need an interview. We will send you a message if this changes.
  • June 28, 2023 Completed.
  • We are processing your background check. We will send you a message if we need more information.
  • Your application is in progress. We will send you a message once the final decision has been made.

Trackers lag by weeks or even months behind.

My question is did I actually passed eligibility as to why I got the PAS letter ?
Perhaps. I find most of this discussion - even from IRCC - inconsistent and impossible to determine whether accurate. And it does not correlate sufficiently clearly with how soon the approval is finalized. It does not seem to be consistently used between different visa offices.

What we do know about "why you got the PAS letter" - it is in the content of the letter. It is a letter offering pre-arrival services. It means exactly what it says in the text. You can use those services or not, as you wish.

As for what it means in processing: it is one step further forward. That's good. What exactly it means, for your purposes: nothing precise, except for the availability of pre-arrival services.
