It means a decision has been made in your application. Usually PPR comes next day after DM but sometimes it can come weeks after. You need to look at your Visa office timelines to find out an estimate of how long they send PPR after DM. If you get DM, your about to be done. DM can also mean your application has been denied. But in your case, since you got the pre arrival services letter, I'm sure it will be good news.

1-Usually DM comes about 1 month or less, after getting the pre-arrival email
2-You must be close to be done but I heard some Visa Offices have stopped asking for passports, so they might leave you for January.
3-Also, some Visa offices such as Manila are known to send the pre-arrival services earlier than usual.

Thank you for the reply...it is very informative.May i ask again if some Visa Offices stopped asking for passport, what do they asked instead? I read some of the notes in the forum that other applicants had their PPR request for just 6 months...what seems to be wrong on the others??
 
I am confused , i have received letter to avail free pre arrival service invitation before having a COPR Yet
Yes it is normal i got that after i was approved as well, way before i got PPR.
I got my PPR yesterday!

Some visa offices such as Kingston and Austria have just stopped talking passports until January. it seems they are not giving any more visas until 2018. They will still ask for the passport in January 2018.


For manila VO applicants, the pre-arrival services email don't mean much. They send it pretty early in the process.

actually that's what kingston visa office had said initially but for some reason they start to call and send back passports to applicants I'm a may applicant my husband and others have gotten the call to either pick up their passports or they'll dhl it out to them. They can be very confusing I must say.

Are all applicants getting this or just from certain VOs? Our application is being processed in Mississauga for an outland USA spousal application. We just got PPR on Nov 20 but have not received this pre-arrival invitation.
