No - that's not what they said.
They said that the wife can keep her
PR status if she is outside of Canada with her Canadian citizen husband. In other words, the days she spends outside of Canada with her Canadian citizenship husband count towards her
PR residency obligation.
The same rules do not apply for citizenship. The days spent outside of Canada do not count towards the citizenship residency obligation. She will need to physically live in Canada for 3 out of 4 years to qualify to apply for citizenship.
