PR under the Atlantic Immigration Pilot programs must be submitted online???

hi there,
I saw the link Atlantic Immigration Pilot Programs: Application process and who can apply - Canada.ca that they have mentioned the PR under the AIPP program can submit online but I can't find the instruction on how to submit online?
Could anyone advise me on how to submit online for PR under the AIPP programs?
