Frankly I do not know if SR for a PRC application is a circumstance in which IRCC may suspend processing a citizenship application (again, I am no expert and the applicable statute is not something I have analyzed closely or seen discussed much in official sources). Even if IRCC can suspend processing a citizenship application because a PRC application is in SR, what really matters is whether there is an underlying ground for terminating PR status. If there is no reason to terminate PR status, IRCC will almost certainly proceed to process the citizenship application on its merits.
There is no prohibition because a PRC application is in SR. The only questions are:
-- is there an underlying ground for terminating PR status, or which makes the individual ineligible for citizenship, OR
-- will IRCC suspend processing the citizenship application assuming it can do so (which would suggest an ongoing investigation of some sort)
The statutory provision for suspending citizenship application processing was aimed at PRs involved in removal proceedings or, for refugee-PRs, cessation proceedings, pending . . . including pending in an investigatory phase sense.
My sense is that a telephone call to the help centre should suffice to determine the status of the PRC application. An application pursuant to the ATIP process might be worthwhile, inquiring as to the PRC application.
Odds are you can make the citizenship application and it will be processed on its merits. But since there is some possibility of this or that pitfall lurking, it is prudent to suggest ascertaining what the status of the PRC application is before proceeding with making an application for citizenship.
