Dear All

Suppose child 3 years gets PR card, and then family leaves Canada, later child PR expires. In future when child is adult can he renew this PR since he was minor at the time PR expired and did not have say in the decision to leave canada ?

That may be a case, but it should be done as soon as the child becomes adult.
 
That is right. As soon as the child reaches the age of majority or as soon as possible after that, they should apply for a travel document based on having been removed from Canada as a minor child by their parents. They should really do this at the first opportunity after reaching the age of majority. The longer they wait, the less is the chance of getting it.
 
If they are still in school when they are 18, they can finish it and then apply but if they show up at over 25 and say this is their first chance to return, they have a less chance to get it than if they had come when they were say 20.
