My husband is in US. His US visa H1B has expired now, and he applied for an extension which has not come yet. How can be complete the PR landing process as soon as possible.
Problem is that, if he enters Canada and completes landing, he cannot go back to US as his Visa for US has expired.

The obvious answer is that he moves permanently to Canada when he does his landing. A one way trip...

Does he have a valid I797? He may qualify for automatic visa revalidation. If the I797 has expired as well, then it'll be a one-way trip.
 
is there any provision of soft landing, without he being coming to canada? Or is it possible if me being Primary applicant completing the landing process on his behalf, with all his documents?

No. He has to land in person. He can come after you land but before his COPR expires. You cannot do it for him.

There are two ways to become a Permanent Resident.
1) physically present yourself to a CBSA officer at a Port of Entry.
2) attend a physical landing interview inside Canada at an IRCC office by appointment.
