I'm not sure which route to take. I'm a resident of Ontario but live in Montreal. My spouse lives with me at home in Montreal and I want to sponsor him for a permanent resident. However, I read that the CSQ could delay the process of PR? We're not sure if we will be in Ontario or Quebec in a couple years. Is it possible for us to apply for PR in Ontario but be living in Montreal?
 
CSQ takes 2-3 weeks to be done.
It's not something you can call a "big delay".
Anyway, if you intend to sponsor someone through Quebec you NEED the CSQ.

As far as I know, you need to apply for PR, wait for AoR then SA and then you can apply for CSQ. ^^
 
First you send the whole PR sponsorship application to CIC (sponsor and applicant forms). Check "no" for the question on the Generic App about CSQ. It's called a Generic App for a reason. :)

Wait for CIC to contact you, the sponsor, with Sponsor Approval and instructions on requesting the CSQ. Print a copy of this document (usually attached as a PDF) for Quebec.

Download Kit A for spousal sponsorship from MIDI's site.

Read the instructions carefully and follow their definitions for their forms (how they define "family member" is not necessarily what you think).

Pay the fee ($272.00 in 2015 for 1 person).

Follow the checklist and send all required documents/forms to MIDI.

It takes about 30 days or less to get results.

Think of it as a minor speed bump, not a major hurdle, for spousal sponsorship.
 
All of the above. AND without a CSQ I've heard he can't get a Quebec Health Card.
 
Thanks. This clears up a lot! Is it possible to be denied by CSQ?
Also, my resident is still in Ontario, I just live in Quebec. Would I still be able to sponsor my spouse in Ontario?

You don't live in Ontario, so no. You have to state your current address on the app; your address is in Quebec, so CIC will request the CSQ.

This is required as per the immigration agreement between CIC and the province of Quebec. You can't get around it unless you move to Ontario.
