Then he logically uploaded a different document than the marriage certificate. The system doesn't automatically check if it's indeed the right document. It will accept pretty much any PDF you put in there. Yes. It was his mistake in believing that pages showing spouse's name on passport will be enough. He is going to appeal the decision. Hopefully it works. If he declared that he was married in his EE profile, the the placeholder for "Proof of Relationship/Marriage Certificate" is automatically generated. It's right there... can't miss it.

There is absolutely no point in appealing. The mistake was his, and he didn't pass the completeness check. The application was rejected due to incomplete documentation, not due to a misunderstanding or mistake from the reviewing officer. His marriage certificate was missing, so there is absolutely no doubt in the rejection being the right decision on behalf of the officer.Yes. Whether the officer will exercise discretion or not really depends on the nature of the problem.I have seen cases where Immigration officer raises an additional document request in some cases and not for some cases,.
What is the deciding factor here, is it sole discretion on reviewing immigration officer who is handling the file at that moment.
