PR File rejected: Marriage certificate missing

Hello,

My friend had applied for PR from India and his file got rejected because he didn't provide the marriage certificate. He was under the impression that names of spouses on passport will suffice.

Is it mandatory to provide MC for PR application?

I don't know how he could have been lead to believe that, as the marriage certificate is clearly listed as mandatory document in the document upload page, with its own placeholder...

Hi guys! I just received refusal letter stating that they have never received additional document request, but I have never received any messages in my profile asking for additional documents. What can I do? How can I appeal this decision so that the process doesn't get extended too long? This is obviously very unfair refusal.

If it was mandatory mentioned on the page itself then how did he manage to submit the page without providing mandatory details?

Then he logically uploaded a different document than the marriage certificate. The system doesn't automatically check if it's indeed the right document. It will accept pretty much any PDF you put in there. The real check is done by officers.
If he declared that he was married in his EE profile, the the placeholder for "Proof of Relationship/Marriage Certificate" is automatically generated. It's right there... can't miss it.

You're better off just applying again.

What is the deciding factor here, is it sole discretion on reviewing immigration officer who is handling the file at that moment.

There is absolutely no point in appealing. The mistake was his, and he didn't pass the completeness check. The application was rejected due to incomplete documentation, not due to a misunderstanding or mistake from the reviewing officer. His marriage certificate was missing, so there is absolutely no doubt in the rejection being the right decision on behalf of the officer.
It's a waste of time to hope for an appeal. He should just submit a new EE profile and apply again.

Whether the officer will exercise discretion or not really depends on the nature of the problem.
In this scenario described above, applicant has not uploaded his marriage certificate which is clearly marked as a mandatory document. The applicant bears the full burden of document accuracy, so in this case, the application was rightfully rejected. No discretion to be exercised whatsoever.
If it was for example an unclear translation of the marriage certificate, like the document not being properly scanned, officer may show discretion and request a new clear version.
