From a technical standpoint, the eTA will no longer be applicable as you will have become a permanent resident. However, assuming you will not have received your PR card but received eCOPR, you can still use the eTA to board your flight to Canada, this is only for satisfying the airline you are eligible to come to Canada. Upon arrival at the CBSA checkpoint, whether by land, air, or sea, you simply need to declare yourself as a permanent resident of Canada. While it is preferable to have your PR card or a copy of your eCOPR for their convenience, they can easily verify your status with only verbal declaration (at least this is my plan for all my upcoming out of country trips).
Not sure I understand what you're saying. If you are outside Canada when you get your eCOPR technically your eTA, WP,PGWP and any other TRVs would get invalidated immediately, so if you are trying to board an airplane from outside Canada the airline will not be able to find your eTA. Atleast this is what I managed to understand after reading so many forums. Let me know if you have a different understanding.

I wanted to share my timeline as I see many people with similar timeline are still waiting.
Portal 1 - October 4th
Portal 2 - October 28th
Ecopr- November 20th at 7:45 am

I believe I got my ecopr as I emailed all the VOs on November 19th stating my reason that I have travel plans.

Hi guys,
I am protected refugee, applied for PR application (from Quebec)
application received by IRCC November 3, 2022
Estimated completion date: October 3, 2024 (I already passed this due date) timeline is 100% complet
However, at the same time the account still says :
  • We are reviewing whether you meet the eligibility requirements.
  • Your application is in progress. We will send you a message when we start your background check.
  • Your application is in progress. We will send you a message once the final decision has been made.
  • No interview or biometric are required
Any idea for how long will take more ?
I am a student and I need to take a student loan so I can study outside Canada... to take student loan, I will need PR ... all my life has been messed up with this long wait
Any recommendations?

Background check complete- 23 October
Final decision- 06 November
P1- 12 November
P2- 18 November
Ecopr- today (22 November)

I'm almost certain now that it's based on stream wise now! Given that, there are many applicants from late September still awaiting their eCoPRs!

yes I think CEC is the slowest amongst all because they are sending invitation to like 3000 people in each draw so it takes them time to process each step from P1 to ECOPR, in my case it was PNP so they took 2 weeks to max 2.5 weeks to process each step.

I think its based on stream as well. My friends who got CSQ, then their ecopr was fast (1week max for quebec applicants) my another friend who got pnp from Alberta got ecopr after 2 weeks of P2. Rest its IRCC, we can’t predict anything
