Found this post on IRCC Twitter/X:So a GU on the tracker might not mean anything.The “updated” date refers to the date when data from IRCC’s system was last refreshed and reflected in the tracker. It does not necessarily mean that your file has been updated on this date.
No, I don't think having an existing PR Portal account may delay portal 2. If anything, the ircc offices are really slow. I also have an existing PR Portal account when I replied to the portal 1 email. Although I did send another email telling them that I have an existing portal account already.

Yes Montreal is notoriously slowi just called IRCC and the guys said that I can take months to receive the phase 2

Do you have access to the tracker? Not that the tracker is precise, but it gives you a better ideia of what’s going on. Because GCKey only updates after you get approved (receives your eCOPR). Until then the only thing that’s going to change is a message status saying that a final decision changed and the date that happened.
