I would suggest you contact IRCC either by calling or through a web form and clarify that you have an outland dependant that needs a passport request letter.
I believe that's better than waiting for them.

Portal 2: received today 06 September

Will submit the photo and address today
You still gotta wait. I don’t know what’s with Montreal VO but they really take a lot of time to create the portal.
