Hello! Congratulations on receiving your PPR and Portal #1 confirmation! While it's not common for someone who hasn't visited Canada to get these updates, it's possible your application was processed smoothly. In this case, I recommend checking the official IRCC website for guidance on the next steps. Additionally, some applicants have found success using the "VN travel template" to prepare for travel arrangements and understand the entry requirements better. Best of luck with your application!

This situation has happened to others before, and it may simply be a mistake or a mix-up in processing. In such cases, it's important to contact the immigration authorities immediately. You can respond to the email you received from the portal, explaining your situation—that you're an outland applicant and haven't been to Canada. They should provide further guidance on what needs to be done. You could also consult with an immigration consultant or lawyer to ensure everything is handled properly. It's key to clarify your status to avoid delays or issues with your application.
