Finally got through, the CSC was going to email the office processing it advising that it's passed the processing date and asked to expedite it.
 
Got my card yesterday!

COPR + linked to CIC account:
June 8
Call IRCC to ask about the card status: July 11, the agent said that my application looked good and she didn't know why it was not moving. She also advised that she would note that my application passed the processing time without me even requesting it.
First GU: July 12 (Application is in progress)
Second GU: July 17 (Approved and card was mailed)
Received card: July 20
PR portal still shows: In review with IRCC : ))
 
Though, I didn't get through this time.

I called this morning, they said that the processing office acknowledged the expedite request that was raised during my call on Thursday. But other than that, there was nothing.

First PR card issue:

Landed / PR card applications linked on GCKey account: 20-Jun-23
GU1 on GCKey: “Final decision - In progress” : 11-Jul-23 (21 days since AOR, which means that pictures got approved and card printing was ordered)
GU2 on GCKey: Correspondence letter: 18-Jul-23 (28 days since AOR, confirming PR card application receival and that AOR was 20-Jun-23)
Called IRCC: 20-Jul-23 (30 days since AOR), they said that they didn’t have my Canadian address, which was by then sent to them by 2 different means with acknowledgement of receival. But only the phone call operator made the actual change in the profile and noted theright address.
GU3 on GCKey: 25-Jul-23 (35 days since AOR), PR card sent via mail

My spouse at the same time has her own PR card processing application as dependant and for her things aren’t going easy.

AOR: 20-Jun-23
Pictures refused / Updated address via IRCC phone support: 13-Jul-23 (23 days since AOR)
New pictures received via post mail: 25-Jul-23 (35 days since AOR)

Managed to call through today, they said they didn't see any updates so they would put a note to the Card Issuing office (didn't ask which one, sorry... I'm guessing Calgary?) to move it forward. Hopefully we'll get some traction now!

They said the same thing to me last Thursday. Haven't seen any movement yet.

PR card mailed: July 26, 2023
99 days after, my pr card is finally mailed out. They certainly took their sweet time, it’s almost as long as my PR application itself. No photo resubmission either.
 
I called them yesterday as well IRCC CSR said they would add a note to the office that my file is above the processing time. It is so frustrating that you have to chase them so many times for your initial PR card and their website is still showing 28 days as processing
