Update:
IRCC mailed my PR card to my outdated address (airbnb) even-though I called 3 times to confirm my new address and sent a webform.

Seems like they are processing early July applications...

Timeline for my first card:

Landed at YUL on Jul 10
Linked application on Jul 10
Didn't notice any updates
Card was mailed on Sep 15

Does anyone know what does sending an application to local office mean?

What information did you send in the webform? It's an unusual response you got from them.

Timeline: online portal PR card renewal application sent 3rd August 2022.
Online pr card tracker, showing nothing. Called today 15th September. Told me, received on August 3rd. Started processing on August 10th….will update this thread accordingly.

Hello,

I did my soft landing on July 20th 2022, and I just got a photo resubmission request letter. The letter says the following when it comes to the address:

To avoid any delay, please provide IRCC with a permanent Canadian address by accessing the on-line Address Notification service on the IRCC web site at https://services3.cic.gc.ca/ecas/introduction.do?app=coanotify . If an updated address is not provided, your PR card will be mailed to your address shown at the top of this letter.
However, I do not see any address mentioned on the request letter. It just mentions my name and nothing else. When I try and go to the Address Notification service website and try and search for my application it says it cannot find any application. I have the PR card process already linked to my CIC account. I see no update on it besides the "Submitted" status from the time I linked the account. Has anyone faced this issue of no address showing up in the letter?

i sent a relative’s death certificate and requested for urgent renewL. My pr renewal was humanitarian with supportive documents.
There was near zero chance that a PR who is in breach of the Residency Obligation would get urgent processing of a PR card application when relying on H&C relief for the RO breach.

Note, apparently because it is assumed there is an available alternative, that PRs can obtain a PR TD while abroad, that obviates any urgency to be issued a valid PR card, and thus IRCC tends to be reluctant or outright stingy in its approach to urgently processing any PR card applications. Cutting-it-close PRs are, in particular, very unlikely to be given expedited (urgent) processing. Off course those PRs who have failed to comply with the RO (in breach of the RO, as in having spent less than 730 days in Canada within the previous five years), are even less likely to get urgent processing.

Observations Regarding Referral to Local Office:

There are various reasons why a PR card might be referred to the local office, many of which can involve various degrees of investigation as part of the local office assessment. That said, and cautioning that I am no expert and I do not actually know, it looks like yours has been referred to the local office as a kind of residency-case, to conduct a formal "Residency Determination." This would include examining and considering the evidence you have provided to support the request for H&C relief from the breach of the RO.

What is not clear these days is whether IRCC may have already prepared a 44(1) Report. There have been some recent cases which indicate a 44(1) Report was prepared based on the dates of travel and the days present calculation as of the date the application was made. If IRCC did this (whether they sometimes do it this way or have implemented a practice following this procedure), that stops the counting (toward RO compliance) of days in Canada since applying.

If the H&C case is strong enough, the local office next step might be to return the file to the CPC to issue a new card. Other possible paths include the local office sending you a request for further information and documentation, or scheduling you for an interview.

In any event, there is no prospect for this application to be processed anywhere near to the timeline for routine applications (well it has already gone beyond that). It might not take a whole lot longer, going forward, if for example you have an especially compelling H&C case. But that is probably the big thing, the main factor apart from the number of days, and that is the strength of the H&C case. Weaker in either increases the risk it will go longer.

Best you can do now is be sure to keep the contacts connected, to be sure to get any and all communications from IRCC, and to respond both timely and properly.

Unfortunately, for a PR currently in breach of the RO, travel abroad relying on H&C relief is RISKY. Potentially very risky, again depending on the numbers and the strength of the H&C case.

the documents I have included in support of me not being able to come back to Canada is my grandmothers’s death who has raised me and I was living with. Death of my grandfather, and my mothers invasive surgery and pre-cancerous condition and also covid.

and I have been waiting since June 7th, now my grandmother passed away and my mother emotionally needs me as I am an only child.

I had the same problem. Also couldn't update my address via the online service.
I had to call them.

My condolences for the difficulties of the situation for you and your family.

It is possible that the local office will act relatively quickly, and it will only be a couple or three months more before you get a PR card. Rather significant odds it will take longer. There is of course the risk of losing PR status; while staying in Canada in the meantime is no guarantee, it should improve the odds of not losing status considerably. Leaving Canada in the meantime is probably very risky (although it depends some on additional particular factors, counting days being a big one).

Note: if you are planning to be abroad again for a significant period of time, be aware that even if a new card is issued based on H&C reasons, that does NOT entirely restart the clock for RO compliance.

The H&C Case:

Trying to assess the weight of H&C cases is very difficult. I could not begin to guess how strong a case this is . . . or isn't . . . and I would not trust anyone who asserts a definite opinion about how strong it is . . . or isn't.

But in circumstances like these my sense is that the number of days in breach is also a big factor. Thus, if so far you are only a little short of complying with the RO, that would be a big positive factor. In contrast, should be obvious, the less you have been in Canada during the last five years, the weaker the case, the greater the risk the H&C factors do not outweigh the breach and thus of losing PR status.

There is no getting around that it will be risky (as to keeping PR status) to leave Canada and spend a significant amount of time with your mother now. Depending some on how that affects your numbers (days in Canada within last five years . . . right up to when you finally return to Canada or, if you need a PR TD, up to the date the PR TD application is made). Sorry, but you may need to make some very tough prioritizing decisions, doing so recognizing the potential as well as probable consequences . . . or otherwise just gamble that the H&C case will save the day when you finally come here to stay.

I did not come with tracel document. I came with my pr card which was still valid for 4 months.

How did you find out which address they'd mailed it to? Did it arrive at the outdated address already?
