Silly question - but, the photos I submit with the PRTD application - must they be taken in Ireland? Or can I use ones I get done here in Toronto, before travelling?
If it needs the photographer details on the back, it might be wiser to have it taken in Ireland, simply in case the visa office need to check it. However, as long as it meets the specified requirements, it probably won't matter either way.

Section 16. No, this is only for an applicant accompanying a citizen "spouse" or for a applicant child accompanying a citizen parent.
It doesn't apply for a citizen child accompanying a PR parent. There are a few very specific instances where accompanying a PR is also relevant. This is not the case for you.
