I haven't heard anything like that (This might happen if the case takes more than 1 or 2 years - Yes, this used to happen in the past). It is sufficient if the PCCs were valid/as specified at the time of submission. Good luck!

This condition applies for your current country of residence. If VO wants a new PCC, then he will request it.
It can happen for other countries as well. It all depends on the VO - this is clearly mentioned on IRCC website.

It could take from couple of hours to months.

It is uncertain. The time could be from couple of hours to 1.5 months.

Yes, in rare case you can expect an employer verification from NDVO.

I would like to know:

1. what will be the next step? PPR or Background check complete or both simultaneously?

2. at BGIP stage, what are the reasons one may get rejected?

Just very nervous.

Based on my GCMS notes, PCC is valid for two years.

You should placed a request under the "Access to Information Act" and NOT under the "Privacy Act".

Please select the Department where you would like to submit an Access to Information or Privacy request = Immigration, Refugees and Citizenship Canada

"Which type of records do you wish to request? " ==> Case Files

"What type of record would you like to request? " ==> Permanent Residence

"Which specific information are you looking for? " ==> The electronic notes of the immigration or citizenship officer(s)
