PNP Outland (NDVO) - no movement at all! hope there is no 'reduction in issuing PRs to Indians' ::)

NDVO is responsible for all outland applications from India? O rdering GCMS is the only way to ascertain VO ?

I am a FSW Outland (India) applicant; currently in India
I got my COPR way in Feb 2016 and I have to land before August this year.
If I do the landing and stay in Canada for a week in my friend's place and return back to India, can I give my friend's address for mailing my PR card?
Can I get my PR card couriered from my frnd? Has anyone faced this scenario? plz help....

Its quite normal. You can give your friend's address at the time of landing. They will courier the card at her address. He/She can then either courier the card to you or send it with someone.
