From what I know, ECAS access was disabled to EE applicants sometime in 2015. This is because the system is redundant - you can check the updates of your profile on your myCIC account.

You will not know unless you order GCMS notes. The "Review of Eligibility" might say "Review in Progress" up until you get your visa stamped. The final decision will be set to "Approved" once the VO stamps the visa and sends your PP back to you. I suggest that GCMS can be ordered after completion of 3 months. Notes ordered before that won't show much progress, IMO.

I am an Inland and worked here for 1.5 years now. Cant I move out when i receive my PR as there is lot of opportunity in ON and BC. ::)

Yes, you can. PR guarantees you mobility rights under the Canadian constitution.

Morally, the province put effort into nominating you and it would be good to try and contribute to them.

As a Permanent Resident of Canada you may work and live in any province, however, an individual is nominated to Saskatchewan Immigrant Nominee program based on their intent to settle permanently in Saskatchewan. Should a Nominee not be living and working in Saskatchewan the SINP reserves the right to follow up to assess whether the Nominee has misrepresented their intent. The SINP can revoke a nomination to our program and advise Immigration, Refugees and Citizenship Canada (IRCC) of the revocation. Any final decisions are in the hands of IRCC.
