Today I got request for Schedule 4. I am nominated from Saskatchewan under SINP.

I am little confuse, what to mention under question

WHICH PROVINCIAL GOVERNMENT HAS NOMINATED YOU?
Answer is Saskatchewan

OR Saskatchewan Immigrant Nominee Program

IMO - it should be former as you should specify name of province and not provincial program. Good Luck!!
