If you got nomination from any province then 4 form is applicable and its only for PA and for 4a form just attach LOE with nomination letter.
This form is for pnp guys only, its like a declaration form consist of one page.

Why they are asking me for both forms 4 and 4a , as 4a is for business, entrepreneur, or self employed category?

Outland applicant. I don't know the reason why, we received the letter last September 18 stating that my husband is scheduled for interview and he needs to bring all the original documents.

Its strange!! Pnp guy got interview letter.
Your husband got nomination from mpnp, so may be thats why he is called for interview.
Mostly guys went through interviews if nomination is related to manitoba!! As blood relation or family friend sponsor is required and strong connection is mandatory in the province.

Hi did two years of college in my home country and 2 years of college here in canada
In my profile i mentioned that i didn't do any ECAs for my foreign education

One sinp guy got application returned due to missing documents,
Today he got nomination again in new EE profile by contacting sinp through email.
So it means provinces reissue the nomination if something happened at cic stage

its valid for 6 months only from the date of issue, within this 6 months you can ask them to reissue the nomination in case something happens in your PR application. once you passed the 6 months, they wont reissue nomination.

Gosh I wonder how long are we gonna wait...There was one guy who applied on July 3rd under PNP and was rejected a few days ago, so it took them 3 months to make a decision.

it was really sad to hear his rejection. I dont know why they took so long to make a decision.
