Hello, i am Robin Singh. I am on open workpermit here in nova scotia and working in a call centre under noc ‘C’. I have completed my 2 yrs education in nova scotia and started fulltime job thereafter.

I have applied for my permanent residence application under Atlantic Immigration Pilot (international graduate) stream on april 25th and my application was received on April 29th. The entire application process is being completed within 3-6 months for AIPP applications, whereas I have waited for over 8 months. But after waiting 8 months IRCC informed me via Email that my application is returned on nov 25th 2020 because of a "missing signature".

After inquiring with IRCC, I was advised to send my application again as a fresh start and I have to wait another 8-9 months to hear the response. during these 8 months I have contacted CIC numerous times via email and the call center, but my voice and concern was never addressed, I was advised to wait and was told that during COVID- no applications will be rejected or returned, Also if they needed any documents they will call to request.

I have called the customer care and explained that i have successfully linked my application on nov 29th which generated my Application number and till this day i did not recieved any msg update on my online account regarding file return. after that agent told me that my application is still running and she don’t know exactly why its still showing and she had no idea if the actual package in sent back or Not. Also the Email which i recieved from CIC was the reply of my webform which i raised to update my payment receipt for Biometrics

I am feeling that I am not getting treated well by IRCC and this delay and experience have been affecting my current life and future plans in Canada for myself and my family.

Can anyone please suggest me what i can do in this situation as i have not received any pacakge till now and it’s been 20+ days now.

I'm sorry to hear about your situation. Does the email saying your application is being returned provide any further details? It sounds like you will unfortunately have to wait until you receive your application package back and then resubmit it. Is your nomination still valid?

Applications are still being returned if they are incomplete (e.g. missing signatures, missing forms). The exception that IRCC has put in place due to COVID-19 is for document that cannot be obtained in time. For example, if it's taking much longer to obtain a PCC due to the pandemic, IRCC will not reject or return your application for this reason. Unfortunately a missing signature / missing form will still result in an application being returned.

My main question is why i got AOR if my documents were incomplete or signature was missing and i have heard once we recieve AOR it means all the forms are complete and they will send msg of requesting further documents.

I agree this is unusual. Maybe they have continued processing your application and are just asking you to resubmit one form? I don't think any of us are going to be able to tell you. I think you'll need to see what you get back once you receive the package. Good luck.

Hi pb999, thanks for sharing. i am in the exact same situation just for the second submission i havent got the AOR yet and it had been over 6 months... i am so worried about it but the call center/email seem to unable to address my issue. i wonder if the application number change for the returned application? as i cannot link the returned one (my second submission) to my online account, it seems that there is no way for me to check the status... i do not even know whether it had been received or not...
