PR Application: Incomplete IMM 5406 document from eligible dependant

Hello,

Today my spouse (primary applicant) received an email stating below errors in PR application which is confusing, could someone please guide me or someone went through the same situation ?
T16******** First Name Last Name

• IMM 5406 (for Dependant): Incomplete IMM 5406 document from eligible dependant.
• IMM 5406 (for Dependant): Your current Additional Family Info (IMM5406) is missing information. You must submit a separate and newly completed form bearing original signatures. Ensure to complete section B listing all dependent children, relationship, date of birth, and present address.

- PR Application is locked, can not update the PR portal, have to update them via web form.
- Have Canadian born baby.

You have to fill 5406 form again send it to dependent they have to signed it buy pen scan and forward to you after you signed it as well then send it by webform

Basically there are 2 ways to fillup the imm5406 form
- Electronic: in my case when i click on it , it takes me to the Pr application portal which is already locked.
- Paper form which you stated above and which makes sense.

To clear the confusion, I am the dependent and spouse is the primary applicant of PR application but the error was dependent which is me.
Error: • IMM 5406 (for Dependant): Incomplete IMM 5406 document from eligible dependant.

While filling up the form Imm5406, I should be consider myself as a Primary applicant right ? Correct me if understood wrong.
