Hi

I have a query related to the PR process. I have completed my WES document-by-document and received the IELTS score also. I am in process of completing my application for Express entry pool.
I am also a prospective grad student. I want to apply for PhD to Canada. This is my main motive of obtaining PR. The school for which I am looking to apply has two deadlines: one is for international student (i.e. September 10) and the other is for Canadian citizens and PR (i.e. Nov 10).

The query is whether I can apply for PhD before getting my PR? Can I tell them that I will get an invitation to apply till November if I complete my express entry application by the end of this month. I want to ask if anybody also had a similar experience? I am really confused

An ITA cannot be considered as PR status. Until you are actually landed in Canada, you cannot be considered for domestic fees. You would still be an international student. Look at it from the school’s perspective: There is still no guarantee when or if your PR application will be approved.

Instead, ask your school about your options if your status changes in between your study. If you enroll this year, it will be as an international student.

You may also want to consider applying until after you get PR status.

Considering the deadlines for admission and the fact that you are yet to submit your EE profile and then know the actual CRS score and hope to get an ITA later, the best way is to apply for a study permit first. I am a Ph.D. student too from Simon Fraser University, and it seems from your message that you have yet not got the admission.
My take is that you should apply as an International student to get an admission into the Ph.D. program and if you get admission before you get an ITA then apply for the student visa. On the other hand, if you get an ITA before the admission confirmation, and because you want to do PhD only for the sake of getting PR, I'd say applying for PR only would be a good choice then.

Yes, I mailed the professor asking her whether she is accepting new grad students for Fall 2019. She said she is but she is unable to fund an international student because of the insufficient funds.
Then I mailed her saying I am in the PR process and I'll get the PR before the Fall deadline but then she didn't reply.

I mailed the admission committee also but they said that I should apply as an international student for now and then later on they can change my status. But as the professor doesn't have funds which means I cannot even apply as an international student as of now.

While it’s more likely than not, it’s still no guarantee you’ll get PR by the deadline for the Fall 2019 intake. Anything can happen.
