PPR to COPR Journey - PPR in JAN/FEB-19

Hey Guys,
I have been issued PPR under CEC i being the principal applicant and currently in Canada it just shows my name on the pdf and does not mention the dependent name, also they have asked us to submit our documents to Ottawa office within Canada to issue COPR but my dependent is currently in India and never traveled to Canada before how and where can the dependent submit the passport to get the COPR and what documents apart from photos & passport need to be provided for them ??
Anyone was in similar situation & has the knowledge kindly reply your help would be appreciated.

My wife is in Nigeria and I am in Canada. We are asked to submit passports. We plan to have her passport submitted via VFS in Nigeria, but THERE WAS NO INSTRUCTION on where I AM MEANT TO SUBMIT MY PASSPORT HERE IN CANADA.

You should have received a PDF with your PPR email which should have an instruction about "SUBMIT YOUR DOCUMENTS".

• If you do not have a mailing address in Canada or the U.S.A, or if you are unable to submit the required documentation for you or your accompanying family members to the addresses below, please inform us immediately via the IRCC Web Form so that we can send you instructions for submitting your documents to a visa office which is the most convenient for you. Please note that our office will not return passports to an address outside North America.

You should be raising one.
From the above, it sounds like it's ok to stay in Canada as visitors (within 6 months, of course) at the later stages of the EE process (until PPR), and send the passport(s) to a visa office in Canada (rather than return to the country where the EE profile was originally created and application for PR was made). One only needs to immediately inform IRCC of the address in Canada.

Are you saying, apart from the PPR possibly taking more than 6 months, this plan should work? People can just ask IRCC to switch to the nearest Canadian visa office (and thus switch from visitors to permanent residents, possibly going to and immediately returning from the US - to declare themselves as immigrants to Canadian border officers)?
My question was not about who and how can visit Canada. Of course you can travel to Canada all you want if you have a tourist visa or you are from a visa-exempt country (and you either have eTA or you don't need it).
My question was - is it possible to not leave Canada once you get the PPR? Say, you applied for EE in Mexico, you waited for a year, you entered Canada as a tourist, you got your PPR a week after you entered Canada. Is it possible to not go back to Mexico, send passports, wait, go back to Canada? Is it possible to just inform IRCC of your address in Canada and either go to the nearest Service Centre or re-enter Canada by visiting the US just for a breakfast?
Wooow, and I have been given 15 days for my wife to submit hers when I haven't even submitted mine.
Pls is that 15 days for Passport submission also 15 Business Days ?
