i'm filling my personnal informations, there's a question about "getting a visa refusal in the past" and i got a visa refusal this summer to France, if i answer yes, is this going to impact my application ?

Answering yes may not impact your application but answering No will definately.

Answer everything truthfully and if you need to explain anything to the officer, attach a letter of explanation.

Completely agree with StAnger here. Never ever lie or try to misrepresent any information in your application. If the immigration officer discovers that you did, and he will, you will surely get rejected.

I would say answer yes, and explain it in the letter of explanation
