It sounds like they applied with an INLAND application and then she went to Japan and was `stuck there' for 3 weeks....which could be the problem.

An Inland application requires that the applicant actually be living in Canada.

It is not fraud and a person does not have to leave Canada AT ALL to submit an outland app. They can submit it from inside Canada and list their Canadian address on the app. The inland guide even recommends that people in Canada submit outland to take advantage of the faster processing times.

There is no inland option for parent sponsorship.

CIC does not decide between inland or outland. There are 2 entirely separate application packages for each option, with different forms and requirements. The applicant chooses inland or outland. If they choose outland, then CIC will decide which VO to send the app to.

Quick question about form imm5710E, App. to Change Conditions.

Under the "Details of Intended Work in Canada" it wants me to list my potential employer. I am currently on a post-grad work permit that is set to expire. I am not sure if I will remain with this employer or move to another. I am applying for an Open Work Permit, so do I have to fill out this section? Should I fill it in with my current employers info?

No, you do not need to put an intended employer. Put N/A or Open Work Permit.
