My question is can I submit an LOE and statutory declaration on my initial application that I am excluding my child since I tried everything to convince my ex girlfriend to have my child's photo and medical but wasn't successful?

Did you submitted the LOE and supporting documents in your initial application or did you only submitted it wgen CIC requested the medical?
Another question, what if some of our conversation are not in English? Can I translate it myself? In this case, I am providing screenshots of my conversation with my ex that shows she is refusing to cooperate.

regarding your second question. Translate all the material that is not in English from a certified translator and have that notarized. This is required because certified translator also provide affidavit that they have translated all the sentences word by word and sign it. This affidavit is required whenever you are providing any translated document. Submit that affidavit+ english translation of the document+ original document.

Hi ,Yes. I have the same issue and waiting for visa office to exclude my stepson from the application. Nothing is confirmed yet though. His uci is generated from day one.
We got to prove that we have no custody and can't get medical done. Till then the child is considered family.

I wanted to follow up on my case for the ones who were waiting for an update, apologies for not posting before.
After sending the last notarized letter, I got a form from CIC asking me to sign it, in such form, I was excluding my child from my family group thus renouncing to the future possibility of any kind of sponsorship. One month after I sent the form to CIC, I got a letter requesting to send my passport for the issuance of the immigration visa. When my passport came back, it came with the mentioned visa, giving me few months to arrive in Canada.
I did it as quickly as I could, landing by the end of February and I just received my PR card in the mail last Monday !
I hope this thread gives some help to other people in the same situation.

You have to mention your child in the dependants' section. Additional Family information should be filled in with information about YOUR siblings and father/mother.

Ok I got a an exclusion for my son whom i have not seen since birth more than 12 years back. He is in a different country. I have since re-married and have kids.Congratulations to you! That's wonderful.
